Jeffrey Golkin Partners is a full service real estate and litigation firm. Our firm is well known for its depth and expertise in tax certiorari matters, the annual filing of real estate tax appeals in New York City. We are one of the largest filers of real estate tax appeals in this specialty area of practice before the New York City Tax Commission and the Courts.

Our practice also has an emphasis in all aspects of real estate law, real estate transactions and litigation. We represent clients in matters involving leasing, purchase, sale and financing of homes, co-ops, condos, commercial properties, multi-family and mixed-use properties. We also represent clients in litigation matters involving residential and commercial landlord/tenant disputes.

 

JGP has expertise in filings involving various real estate tax exemption and abatement programs available in New York, including benefits pursuant to the Industrial and Commercial Abatement Program (ICAP), the 421(a) Program, the J-51 Program, and not-for-profit exemptions. JGP also renders real estate tax opinion letters and forecasts required by condominium offering plans, developers, and those acquiring property.

 

Clients of JGP include the real estate portfolios of Fortune 100 companies and private developers as well as hundreds of large commercial projects, cooperatives, condominiums, and residential and commercial properties throughout the tri-State area. Jeffrey Golkin, Esq.

Founder, Senior Partner

Jeffrey Golkin is one of New York's leading real estate, litigation, and tax certiorari practitioners. He is admitted to the New York, New Jersey, Federal, U.S. Supreme Court, and Tax Bars for more than thirty years. Prior to establishing his own practice in 1995, Mr. Golkin served as Special Counsel to the law firm of Stroock & Stroock & Lavan and as a partner with the law firm of Herzfeld & Rubin. Mr. Golkin is a graduate of the Wharton School of the University of Pennsylvania and has also worked in the field of public accounting as an Auditor, Staff Accountant, and Tax Associate for the firm of Ernst & Young. Although he began his career as a tax attorney representing clients in complex real estate transactions and syndications, Mr. Golkin is well known for developing a diverse tax certiorari and litigation practice over the past 30 years, which involves the annual administrative and judicial review of tax assessments in New York City, Long Island, upstate New York, and New Jersey. Clients of Mr. Golkin include the real estate portfolios of Fortune 100 companies and private developers as well as hundreds of large commercial projects, cooperatives, condominiums, and residential and commercial properties throughout the tri-State area. In addition to concentrating on tax certiorari and real property assessment matters, Mr. Golkin has expertise in leasing, acquisition, sale and financing of real estate, landlord/tenant disputes, real estate tax exemptions (Industrial and Commercial Abatement Program [ICAP], 421(a), and J-51), condemnation, tax forecasting, state and local taxation of real property transactions and administrative law. Mr. Golkin also renders real estate tax opinion letters and forecasts required by condominium offering plans, developers, and those acquiring property. Mr. Golkin is currently designated as Special Counsel and of Counsel to a number of prominent law firms. He has written for Matthew Bender, Bergerman & Roth, the New York Law Journal, the Journal of State Taxation, the CPA Journal, and Real Estate Weekly. Mr. Golkin is a long serving Officer and Director of the Real Estate Tax Review Bar Association, a former Chairman of the Committee on Condemnation and Tax Certiorari, and a former Chairman of the Municipal Affairs Sub-Committee on Taxation of the New York City Bar. He has also served as Advisor to the Finance Commissioner's Real Property Tax Reform Council. Since 2001, Mr. Golkin has held the title of Judicial Hearing Officer (JHO), having served in a judicial capacity for the New York Metropolitan Transportation Authority for several years. Mr. Golkin has also held public office as a County Committeeman, Municipal Chair, Councilman, and Fire Chief. Mr. Golkin has served as an adjunct Professor of Law at New York Law School where he has taught Tax Issues in Real Estate Law in the LL.M. Real Estate Program. He is an affiliated faculty member of the Center for Real Estate Studies at New York Law School. Mr. Golkin also served on the faculties of New York University and Rutgers University for nearly twenty years. As an adjunct Associate Professor of Real Estate at New York University's Real Estate Institute, Mr. Golkin has taught numerous courses at the graduate and undergraduate levels as well as licensing courses and intensive seminars for salespersons, brokers, elected officials, and other professionals. He has also served as a member of New York University's Real Estate Roundtable, an advisory group to the Real Estate Institute. Professor Golkin was the recipient of New York University's prestigious Teaching Award for Outstanding Service. Mr. Golkin has served as New York Chapter President and United States Eastern Region Vice President of Lambda Alpha International, the honorary land economics society established in 1930. He received Member of the Year honors from the New York Chapter in 1993 and 1995, and the International President's Citation for Outstanding Leadership in 1995. Mr. Golkin is recognized as a leader, innovator and reformer in his field of practice, and is a recipient of the Hofstra University School of Law Dean's Award for Distinguished Alumni for his professional, academic and community service. Samantha J. Golkin, Esq.

Partner

Samantha J. Golkin, a Partner with Jeffrey Golkin Partners, is admitted to practice before the New York, New Jersey, Federal, and Tax Bars since 2009 and the U.S. Supreme Court since 2018. She holds a B.A. and a MAPP from the University of Pennsylvania, a J.D. from Seton Hall Law School, and an LL.M. in Real Estate from New York Law School. In addition to her primary concentration as a tax certiorari representative, Ms. Golkin specializes in real property tax exemptions and abatements. Ms. Golkin has expertise relative to the Industrial and Commercial Abatement Program (ICAP) and works directly with owners, developers, architects and engineers to ensure compliance with time sensitive filings with the NYC Department of Finance and the NYC Division of Labor Services. She also counsels religious, charitable and not-for-profit entities relative to property tax exemptions for not-for-profit organizations. Ms. Golkin also regularly handles landlord/tenant disputes in New York Civil Court and New York State Supreme Court and has represented numerous landlords and tenants in both residential and commercial evictions. Ms. Golkin is a Director of the Real Estate Tax Review Bar Association, and a member of the New York City Bar Association, the Association of Real Estate Women, and the Brooklyn Bar Association. She has served on the New York City Bar Committees on Housing and Urban Development as well as the Committee on Condemnation and Tax Certiorari, and has lectured at the New York City Bar relative to real property tax issues. Prior to joining her father’s practice, Ms. Golkin was a Tax Associate at Goldman Sachs and an Associate with Ernst & Young's National State and Local tax practice where she specialized in tax planning, strategy and compliance. Ms. Golkin authored a three-part tax planning series for Ernst & Young and served as Technical Editor for Warren, Gorham & Lamont tax planning treatises. In addition to her work as a leading tax certiorari practitioner, Ms. Golkin is an advocate for early detection and prevention of breast cancer and regularly speaks as a corporate lecturer about health and wellness. She has also appeared on MSNBC and HuffPost Live and writes on related topics. Benjamin A.J. Golkin, Esq.

Benjamin A.J. Golkin is a Partner with Jeffrey Golkin Partners. He is admitted to practice before the New York, New Jersey, Federal and Tax Bars since 2013. In addition to his primary concentration as a tax certiorari representative, Mr. Golkin works with clients on transactional real estate matters, including drafting residential and commercial leases, purchase and sale of residential and commercial real estate, and contract negotiation. Mr. Golkin is a member of the Real Estate Tax Review Bar Association, the New York City Bar Committee on Condemnation and Tax Certiorari, the New York State Bar Association and the New York County Lawyers’ Association, Real Estate Section. Prior to joining JGP, Mr. Golkin founded Golkin Baseball Advisory where he advised amateur baseball players as a licensed Certified Agent with Major League Baseball. Mr. Golkin also served as an analyst with Goldman Sachs and as a Staff Accountant intern with Ernst & Young in Boston.
